Mission & History

Partnership for Children’s Rights (PFCR) is a not-for-profit law firm that provides free legal services to disabled children from low-income families throughout New York City in the areas of special education and children’s SSI disability benefits.

It is PFCR’s mission to provide our economically disadvantaged clients with legal representation of the highest caliber. We fight zealously to protect the rights of low-income disabled children and to ensure that each child receives an appropriate education, supportive public benefits, and a meaningful opportunity to achieve self-sufficiency in adulthood.

PFCR was founded in 1999 by Warren J. Sinsheimer under the name Legal Services for Children. After completing a long and successful career in corporate legal practice and retiring as a partner of Patterson Belknap Webb & Tyler LLP, Warren embarked on a new career as a volunteer legal services attorney. Through this work Warren came to see the tremendous need to expand the availability of free legal services targeting the needs of children. Warren set out to create a new organization that would serve that need and formed Legal Services for Children with a small staff of committed and experienced professionals. Today the firm’s staff has grown to approximately twenty individuals, including salaried and volunteer attorneys and education specialists who work as a team to provide legal representation to hundreds of children with disabilities and their families annually.
