K.R.’s Story: Securing Compensatory Speech Services to Support the Transition to Adulthood

When K.R.’s mother bought him to PFCR, he was a 20-year old bilingual student in his last year of high school. K.R. was initially identified by the DOE as a student with a disability at age five. Since that time the DOE had alternately classified K.R.’s disability as an intellectual disability and a speech or language impairment. K.R. had a history of significant cognitive and academic delays, including severe receptive and expressive speech-language issues. Although K.R. had been mandated to receive speech-language services throughout his tenure as a DOE student, his speech was barely intelligible and his language and vocabulary were extremely limited. The DOE did not reevaluate K.R. after his initial kindergarten evaluation. Some years he had no IEP and other years his IEP failed to include any speech or language goals.

Frustrated with K.R.’s inability to communicate, his parents sought a means for him to receive additional speech-language therapy from a private provider. PFCR filed an impartial hearing request to seek compensatory speech-language services for K.R. At the hearing, K.R.’s DOE speech provider testified that she had not read his IEP or attended any IEP meeting. Further testimony revealed that K.R. did not have the communication skills to participate in a job interview, order items from a store or restaurant, or read street signs to travel independently.

With PFCR’s help, K.R.’s parents prevailed in the impartial hearing, and K.R. was awarded 450 individual speech-language therapy sessions at a renowned clinic in New York City.K.R. was able to receive these compensatory services after his eligibility for special education ended at age 21 to support him in the transition to adulthood.
